I consider Kelsey Grammer to be a regular character these days.  'Sam Etic' was excellent. I have to go with Danny DeVito, though.  Turn off that damn Raffi music!

Hmmmm..even though she's seems like a regular after all these years, she's still listed as a guest voice...Marcia Wallace. I catch a re-run of the old Bob Newhart show now and then on TV Land and I love watching her speak and picturing her as Edna.
As for actual "True" guest voices...Harvey Fierstein as Homer's assistant, Carl.

Wow, that's tough...I think Phil Hartman in all his guest roles was hilarious, and Sara Gilbert as Laura Powers was excellent. Uh, who else...  Yeah, her.

I think one rule that can be laid down is that if you think of the character instead of the actor, it's usually a good guest appearance. For instance, I never watch "Bart's Girlfriend" and think, "That's Meryl Streep!" The character Jessica is strong enough on her own that it doesn't matter who voiced her. It probably helped that she--and Winona--altered their voices for their appearances and actually worked with the mentality of a voice actor and not a celebrity gracing a lowly toon with their presence. Phil was an exception because, well, he's Phil, and Sara Gilbert pulled off the neat trick of reminding us of her "Roseanne" character while playing one that was actually quite different.

Yeah but what are you going to do?
Ahem, anyway..the topic..aside from quite a few of the ones that have been mentioned already I rather liked Patrick Stewart as the Sontecutters leader "Number One". He had some great lines (IMO anyway) and actually severed a purpose in the episode instead of just appearing once for the sake of it or something.
