I dunno... I haven't seen the episode, but the amount of times I've seen "claims" from people that a single good episode could mean a potential upswing and the following week's show turns out to be one of the most boring, fan-insulting pieces of tripe made has been, well... let's say quite common.
EDIT: Case in point, this latest little synopsis that appeared at NoHomers just a few hours ago:
When Lisa convinces Marge to pursue her childhood dream of becoming a ballerina by auditioning for the Chazz Busby Ballet Academy, Chazz discovers Lisa’s natural talent and enrolls her in the academy instead. During a break from practice, Lisa inhales her fellow ballerinas’ cigarette smoke and attributes her improvement in ballet to smoking. Lisa soon becomes addicted to secondhand smoke, with no chance of quitting in sight. Meanwhile, Homer shows Bart his secret room where he manufactures beef jerky. When Homer realizes that a family of raccoons have made off with his beef, he decides to confront the animals in the “Smoke on the Daughter” episode of THE SIMPSONS airing Sunday, March 30 (8:00-8:30 PM ET/PT) on FOX. Oh, but don't you get it? It's another "issues" episode! We all know that attributing dancing talent to secondhand smoke is a serious problem among eight-year-old girls. If you don't agree, you obviously care more about video games and actually entertaining stuff than Serious World Issues (tm).
I just give up. If they want to make a statement about the dangers of smoking, could they just have a character, Idunno, actually START SMOKING? If they don't want to make a statement, it's still a bloody awful plot. Could be OK, goes in the wrong directions.

SIMPSONS EPISODE GENERATOR:
a) DUMB PLOT involving HOMER, MARGE, BART or LISA. Actually, it doesn't matter who the character is because it'll eventually turn into HOMER doing something RETARDED.
b) Add a BUNCH of random characters, often one-liners there for no reason but to act as FILLER (SIDESHOW MEL, KRUSTY, WILLIE, MOE, etc..).
c) HOMER has a CRAZY SCHEME. BAD things happen.
d) Add at least one GUEST VOICE. If the GUEST VOICE is a YOUNG WOMAN, then she will be a LOVE INTEREST for BART.
e) Completely DESTROY established canon and / or have HOMER do stunts that should KILL HIM (ie. FALLING OFF a 300-foot BRIDGE).
Using a) to e) as guides, buy an inexpensive book of MAD LIBS and fill in the blanks with SIMPSONS characters and REFERENCES. PROFIT!
