Well, Chávez did send order his troops to the Colombian border on that TV programme of his, live, on national TV, when the crisis between Ecuador and Colombia started. I don't think I really need to talk too much about Chávez - he's just... y'know, the kind of person who bans the Simpsons for being "unsuitable for children". But he rules a country.
